Some comments. I have assumed that the mygov.scot website is the definitive source of Council naming style and naming order.
We have “City of Edinburgh Council” and “Glasgow City Council” – why aren’t these named similarly?
Also, “The Highland Council” and “The Moray Council” – these are sorted under “The” – conventionally, the definite article is ignored as noise when sorting – so these would be sorted as “Highland” and “Moray”.
